SUBJECT: CalGuard Web Content Accessibility Certification

  • 2. Background: AB 434 was approved on October 14, 2017 and became law, effective January 1, 2018 (GOV 11546.7). GOV 11546.7 states that before July 1, 2019, and before July 1 biennially thereafter, the director and CIO of each state agency or entity shall sign and post on their public website a certification stating that the website is in compliance with Sections 5740 and 11135 and Web Content Accessibility Guidelines 2.0 (or later version) published by the Web Accessibility Initiative of the World Wide Web Consortium (W3C) at a minimum Level AA success criteria.
  • 3. The California Military Department public facing website (www.calguard.ca.gov, AKA CalGuard) is administered and maintained in three (3) areas of responsibility:
  • a. Site Design, which includes the schemas, overall lay9ut, and major formatting options. The California Department of Technology (CDT) is responsible for the CalGuard site design framework. The CMD has limited permissions to administer the CalGuard site, by CDT design.
  • b. Page Creation, which includes selecting the layout for and the creation of pages. The J6 is responsible for page creation and serves as a content.advisor.
  • c. Content, which includes text, documents, links, photos, videos, alternate text, etc. The respective page owner (i.e. Directorate, unit, etc.) must assign a CalGuard

administrator. This administrator is responsible for all page content with oversight and recommendations provided by the J6 serving as content advisor.

4. The J6 has provided, and content owners received, AB-434 compliance training, instruction, and.templates. Content owners have validated that content posted on www.calguard.ca.gov serves a .business need and the J6 has verified content compliance.

5. Content on the California Military Department’s public facing website (www.calguard.ca.gov), meets or exceeds the W3C Level AA success criteria for web accessibility as directed in AB 434.
